The law gives him the authority to remove any Federal Reserve board member who appears to have committed a crime. The law doesn't require a conviction. She's under indictment for real estate fraud, claiming residency in both Michigan and Georgia at the same time. This is illegal and was used to reduce the amount of property tax she owed those states. There's no legal defense against this as both states have on file forms she filed claiming residency in both states for the same year.
No doubt she can find an activist circuit judge somewhere to stay Trump's order but the law and her guilt are so clear cut that Trump will easily win at the higher court levels.

Trump can always sign some executive order where he could remove her. Then have Congress codify it. The big beautiful bill made all of Trumps EO's up until that point law, and it is very hard to repeal a law of that size and scope since so many members of Congress, both Democrat and Republican, have something of theirs in it.
