Ukraine has been very reluctant to draft young men in that age bracket but their NATO partners have been putting heavy pressure on them to do so. This law sounds like a way of making drafting men in that age bracket impractical so NATO will stop pressuring Ukraine to conscript them.
For whatever cultural reasons, Ukraine doesn't feel like men that young should be out there fighting while the NATO countries think it's a great idea. The last time the US had a draft, they were conscripting teenagers so the concept isn't foreign to us. No idea about Ukraine's history of conscription, especially since it's intertwined with the Soviet Union, but they obviously have different views on it than the west does.

My problem with war is that it is extremely unfair. So many ukrainians and russians have died in this war, suffered greatly before they died. Yet I see ukrainians and russians here where I live, these men have a wife and kids here too and they visit the local spa with their family. The point is that the war started 3 years ago and they blocked all the men of age ranging from18 to 60 from leaving. So all the 18-22 y.o. Ukrainians who don't want to fight, they have already left Ukraine. They escaped before turning 18. And boys keep leaving Ukraine before they turn 18. They government hope that by allowing man to cross the border until they are 22, they will remain in Ukraine until they are 22, and maybe 20 y.o. will even return from Europe to Ukraine to visit, thinking that they can leave freely again.
