White Americans largely abandoned their cities when they were integrated. The minorities who took over the cities could not maintain large segments of the cities nor did they have the desire to do so- it wasn't their heritage, wasn't their culture. White people who no longer lived within those cities did not want to pay for the resources that would contribute mainly to that other people. Parks, public transit, civic infrastructure included. Focusing on public transportation, that was actively fought against in effort to contain those who ruined the cities from meandering into the white parts of town and ruining them as well.

This is a Milam Park in San Antonio, right outside of the historic market square. It's a nice park, recently renovated to look practically brand new. It has a playground. It has a nice gazebo. it has a running trail. It has park benches. But, nobody brings their kids there. Nobody wants to have a picnic there. Nobody runs there. Nobody sits for too long there. Why? The homeless sleep in the gazebo. They sleep on the park benches. They hang out at the playground. The park wasn't built for the homeless, but that's who ended up occupying it and those who contributed to the cost of building it don't get to enjoy it.
