Speaking to children, as far as im aware is creepy but not illegal. This particular creep turned up with a witness to ensure any claims against him could easily be denied. Considering this girls family have had an issue like this before this could very well be revenge for calling out the first guy. We already know thats the attack pattern. Discredit the victims, label them as racist, get away with it.
