I'm unsure if general wealth is an easy metric to keep track of. The IRS only really keeps track of your yearly income. There are definitely upsides to tax on wealth rather than income, including stock portfolio, but I could see some downsides as well.

There are legit use cases for borrowing against your debts, but it can be used nefariously to short your taxes. It'd really take a complete overhaul of the IRS and tax system to implement
