I don't understand why nobody has yet given south Korea nukes.. or why they themselves don't desire to have nukes. What is this? Why?

Supposed reason: it would piss the Norks off.
Real reason: it would piss China and Russia, North Korea’s handlers, off. SK is basically an American colony at this point, so having American nukes on their boarder would start another cold war
