Why doesn't the West make their semiconductors in its soil? if war broke out between China and Taiwan it'd be catastrophic for the electronic industry.

The US purposely puts its interests in foreign nations in order to have an endless excuse to do what they want in those areas. See Israel. This particular one might change soon though and come home. Unless they have a way to break china we are not aware of losing Taiwan is inevitable.
