this law is pathetic, in short all young people will get sent a letter from the state on their 18 birthday and get asked if they're interested in joining the bundeswehr or not. males must fill this out, woman can fill it out if they want. if the state is interested in you, they will invite you to a mustering. but you will not be forced, yet, to join the bundeswehr according this law. cdu/csu find this new law too lax and want the old conscription back, the spd on the other is against it, that is why this shitty compromise was made.

its gonna take decades to get the Bundeswehr back to the pathetic level they were on back in 2010.
for it to get on the level of 1990 or 1980s Bundeswehr we would need like 30 to 40 years maybe more.

USSR was the main threat in 80's & 90's, currently the politicians are whining big about Russia but realistically, it's more likely to be the government itself, a civil or internal conflict due to the complete lack of proper border control and because of the utter state of the state.

You will also need a navy & aircraft to defend against USA, French, British, China and the African nations.

Now, which of these are the biggest threat, or are they 'frenemies' where they're potentially hostile but actually an integral part of your economy because you trade with them so have a mutual reason to ally with them or defend them for your own interests

You can get all that, if you identify a good military goal within that range of military threats; otherwise, you're deciding that it's a threat because the current status quo is not working and you want to use the military to gamble on using violence to take over that country for the benefit of your country. I do like that idea because it also means my countries military has a valid threat to increase it's own military spending.
