Because evil exists. And those who will go on a mass killing against those who have not wronged them can only do it for an interior motive rather than exterior, therefore, you need to look within that person to find why he / she did the mass killing. I do not know if you have ever felt a level of wrath towards this world that could only be satisfied with blood of the evildoer on the floor. Normally, when well-adjusted go through trauma and PTSD, they contain this urge for blood and will even attempt to forgive the wicked. When evil individuals unable to self-contain their desires and who act only according to the satisfaction of their own self-interests have feel this urge for blood, they go out and satisfy it.

The recent shooter was aware what he was doing was an act of evil and cowardice. He did it anyways because he wanted to, because he claimed he was sick and wanted to go out in a blaze of glory (which meant dying in a fight against those who cannot defend themselves, since he is an evil person).

From 1945 to the 1990s "serial killers" were a thing that was heavily promoted in the media.
Disappearances were common.
Seemingly every month someone was arrested and 20 bodies of hitchikers were found in his basement.
Then in the 90s there was a pivot to mass shootings.
The first big one of the 1990s was the one in Killeen, Texas.
The decade ended with the Columbine massacre.
The timing of the pivot is interesting.
It happened when the Cold War ended.
The Killeen shootings happened just as the USSR collapsed.
So if we take an overview we can see that "serial killers" who kidnapped and murdered women and men were a Cold War phenomenon from the 1950s to the 1990s.
This whether deliberately or accidentally served to make people suspicious of each other, and most especially it sowed distrust between women and women.
The message was that all men were potential murderers.
This was officially supported by the FBI theory promoted in the 1970s that serial killers were "lone white males". So white men were demonised as evil.
So the Cold War "serial killer" narrative sowed distrust between people, supported the feminist narrative of men as beasts, and demonised white males. Presumably this helped to take the focus away from increasing black crime as well.
The pivot to "mass shootings" had a clearer objective.
This was to introduce restrictions on firearms.
