You're conflating a regular drivers licence with a commercial drivers license. NJ governor is adamant that they'll keep issuing regular licenses, because that's somewhat defensible, but they're being evasive on if they'll keep issuing commercial drivers licenses so illegals can drive big rigs across state lines, because that's the hot button issue right now.

And before I get chewed out on issuing regular licenses to illegals being defensible, It is, because it makes it more likely they get insurance instead of doing hit and runs, and it logs their place of residence in case that info is ever needed to deport them.
