It places onerous responsibilities on the foreign websites, for example they are required to write a thorough duty-of-care report, appoint designated compliance officers, and so on.

Some companies will not be able to comply with these demands, which (so the argument goes) violates their 1st ammendment rights by forcing them offline. Remember that London is a global financial hub, if your website generates any revenue at all, it is likely to pass through London at some point, making you personally liable for all of this stuff.
