Intel leaders might have opinions but they still have to do a job to get paid. The intel leaders don't really write any reports themselves, they just keep loose track of everyone under them and greenlight reports that go to the top (the president).

And it's hard to do your job properly if your pay depends on not doing it. But then, it turns out things have gotten to shit. You can say the truth and see your investment vanish immediately.
