Not really. with the sort of information state intelligence has access to, and the degree of freedom they've always enjoyed in liberal democracies, there are several ways to profit. And it's hard to do your job properly if your pay depends on not doing it. For example, you can invest in a project the info tells you will succeed, like funding a mine in the Donbass in under project Ukraine or a water company trying to work on a river in Lebanon under project Greater Israel. But then, it turns out things have gotten to shit. You can say the truth and see your investment vanish immediately. Or you can egg the right people to pour more resources to overcome the unexpected problems. It's what Soviet managers did for their factories.
