Freedom cuts both ways. Some people use it to innovate and create tremendous value for the world and wealth for themselves. Others can't handle it and succumb to their vices. The Japanese have socially enforced behavior norms that keep people in line. They don't fall as low, but they also don't rise as high because their culture affords them less freedom. One of these systems is better than the other, and it says a lot about a person which one one they think that is.

The same worker doing the same work at different places can add 500 USD to the GDP in one place and 250 000 USD to the GDP in another place.
The same worker extracting the same amount of the same resources in one place can add 100 USD to the GDP in one place and 250 000 USD to the GDP in another place.
