While theoretically possible, it is logistically unfeasible to assemble a team to purchase Powerball tickets with every combination of numbers. Even if you exclude the most unlikely combinations, such as those containing more than 4 consecutive numbers in the main pool of 5. Only Mr. Beast could pull off such a stunt, and even then, with the cost of everything going into the process, it may barely make a profit, and quite possibly a huge loss if there are multiple jackpot winners.
