Why is Trump not targeting businesses that hire illegals? Wouldn't jailing business owners who hire illegal immigrants have much more of an effect than rounding up individual immigrants?

Everything he does is to shock, it's not really about the results.

It isn't typically a criminal matter for employing illegals. It's civil. You need a verifiable pattern of flouting the law before it can be a crime. You have to prove that the employer knew for a fact that his employees were illegal aliens. That's why employer side enforcenent is so difficult. It's mostly just fines.
