The thing with Japan is that they almost never give citizenship to foreigners, you have to be some uberweeb who married a local and lived there for decades to even have a chance.
They can just terminate these people's residences eventually when an anti-immigration party gets into power, it's also really easy to tell who's a foreigner.
This is different from the west where a 5 year stay in the country and a rudimentary understanding of the language is enough to automatically make you a citizen and immune to being deported.
