It's a bit limited in scope, non pun intended, easily defeated with a thick wool blanket, doubly so with a mylar backing, can do the same with an umbrella etc to hide you from drones and planes. Head mounted units don't see far, scoped ones chew up batteries real quick so you use them more to check a target than to openly scout. You can even get hunting cloaks these days that fuck up your thermal profile nicely. Plus it's a fucking huge area to cover and the longer this drags on half of Aus effectively becomes the search area. They needed to find the cunt within hours of the shooting, that window is long gone so now they've gotta hope that he gives himself up, fucks up royally or someone dobs him in.
