Truth of the matter is picking up a gun does not make you superhuman. It's a tool, and the operator needs to know how to use it. It takes practice to be proficient and accurate. It takes training to know close-quarter tactics. And it's still an inefficient way to kill people unless you have back up. You're only going to get a few people before you're pinned in and eliminated.

The big mass killing events use arson or bombs or the Truck of Peace. Shooting events rarely get to their level.

I have a conspiracy theory that the FBI encourages shootings, but not for the reason people think. Some unhinged kid starts talking about burning down a church or driving their car through a crowd. If the FBI can't talk them out of it, they start talking them into doing a shooting instead. That way the body count is only a couple and no property damage.
