One more paragraph is needed before that last mention of state monopoly.
The police are also to prevent the public or individuals from retaliating against criminals or defending themselves from them.

Police also target members of the general public for soft crimes because their own person safety is not under threat.
A middle age woman posting mean tweets isn't going to knife you when you come to arrest her, while a drug dealer or violent criminal probably will.

this. the funny part is that even in ancient times the threat of encountering bandits on the road wasnt exactly true. despite today's zombie movies and rpgs continuing to push the trope of disposable enemy hordes of generic ruffians which whom every adventurer has carte blanche to genocide at will, this was never a reality. real bandits were larger than life. some so large that they border on folktales, but from robin hood to billy the kid, the outlaws of history were not the norm. therefore carrying weapons and the right to do so was literally a symbol, a sign, proof that a man was free. "using it" wasnt the end all be all.

There were times during history when being armed was almost mandatory if you had to travel and you were valuing your life. But yes it wasn't the norm and carrying a weapon is a sign of autonomy and power more than anything else, that's true. That's why governments want to disarm their citizens, and we'll only be truly free in Europe when we finally get our right to bear arms back. It will be the sign that the tyrants have lost.

Everything can be a weapon. You're surrounded by things that can puncture blood vessels, poison the guts and scar permanently someone. Without a will, even a firegun loses its meaning in your hands.
