The reality is that we live in such a comfortable times in the West, no one really wants to have children, because it isn't a necessity. Couples make children nowadays as others will adopt a dog.
You are 30+, probably will inherit a house from your parents, you don't live or work in a farm, and you're paying for your retirement. Everything is pretty much settled for you. Your chores, your food, everything. You don't need children in your life. Why would you surround yourself with children? Even with a life-partner... Children then become a selfish desire, a distraction, a hobby. You can talk about love, about how great becoming a parent is, experimenting parenthood etc. etc. which it is. But it is also a massive cope, because before the times of today, people birthed children not because of love, but because of religious dogmas, and absolute necessity for everything in their lives. It was a workforce for the farm, for your own future, it was betting on them doing better, being more successful or help you in your old days etc. etc. That is why most Brownoids and Darkies coming from the Third World still pump babies when they come here in the EU. Three generations after, and their demography aligns with that of the typical Westerner. Every ultra-technical modern society is living these trends. See Asia for example, it's the same thing.
Every political measure to incite on raising birthrates have failed, every single time. Even with nice government funds. If people are too comfortable, they become their own center of attention, and would rather live childless, especially the more educated they are. Systematically.
