No this fails because trusts and companies exist. So long as that happens they can be set up in such a way as to provide women with funds without any means of interdicting said payments. The only solution is to make women property. Your chair cannot own or be the beneficiary of a trust. Theyd be better off offering incentives to these companies that run the dating apps. Cash rewards for relationships, the longer they last the bigger the prize. If marriage and kids happen even bigger payouts. That way if they are poor matchmakers they dont get money and the succesful sites that provide actual service are rewarded accordingly.

I think the correct idea is to look at women's choices as holistic. It's not simply a matter of Man A replacing Man B, C, and D due to hypergamy. It's also Woman X, Y, an Z getting education and good white collar jobs in an unstable economy (a recession started in 2008 that we never really got out of, despite the juking of the stats) and seeing very little value added to them from B, C, and D. There's a LOT more to this than just money, but that's a starting point.

I'm saying that there's more to a relationship than penis in vagina, and women may have replaced Man B's penis with Man A's penis, but Man C and D weren't even disqualified because of their penis, and Woman X and Y replaced Man B, C, and D's non-penis parts through a variety of mechanisms, including an unreasonably good income (modern capitalism is privatized socialism; see Bullshit Jobs by Dave Graeber) as well as things like workout classes, clubs, resorts, and other elaborate activities that are fulfilling enough to someone under (let's say) 40 that simply no men are strictly needed (penis or no penis).
