I'm from Brazil and I say we could use the oceanic pressure to create a constant water flor underneath the sea by using connected ducts on different heights to gather the pressurized water and makes it go up. By example: a duct that goes 50 meter undersea connected to one 30 meters undersea would have pressure enough to break the hidrostatic force and make water flow from below to up constantly by simply using the pressure difference between the level? I think it could work, if work it could create energy like never before and it would certainly also create a few New technology to give it mainteance undersea like controlled robots capable of going under water and cleaning the turbines.
