This happens every time with dictatorships. They pad whatever metrics are most important to the population to get support while they consolidate power, kicking all of the cans down the road.
Best case scenario: They either establish some kind of succession mechanism or skewed constitution (or just return to prior constitutional norms when resigning), or manage to get through their rule with good numbers and high approval, leaving the following, "incompetent" dictator to foot the bill.
Worst-case scenario, the numbers come out during his reign and they have the military start controlling dialogues.
