Usaid is a small org. There's plenty of huge charity orgs who live of donations. Many arab oil guys have charities etc. It wont be noticable if trump withdraws some stuff, it really doesnt matter if he increases his ass powerlevel with such a tiny blip he already proves that with the corona times (economic troubles back then)moneyprinting and the tarrifs, us aid would have been a drop on a hot plate anyway
