The founders created a system allowing for amendments to the constitution, which were passed allowing everyone currently allowed to vote to vote.
So, in that sense, they said everyone who currently can or ever will be legally allowed to vote is allowed to vote.

Not really. The wealthy just knew they could get more wealth and power through more democracy because people are retarded and easily manipulated. Which was the reason the founders were so against direct democracy/mob rule. The wealthy/jews pushed as much democracy as possible. The ratification of the 17th amendment was the first step in destroying the country.
