For me, it is their manners and general decorum... meaning, they have none, and are more likely to be hostile than fren. This is not universally true. In fact, poverty status doesn't affect violent crime rate by any significant degree. It's mostly changes in thievery that is correlated with wealth level. And in a poor society, the stealing is done by breaking into a home, or shoplifting. In a wealthier society the stealing is done by embezzlement and tax fraud.
Racial demographics is a much more accurate measurement on if a society is going to be safer or more dangerous.
