There is. Claiming your company has six million open positions signals a healthy company to the markets, driving up the value of your company and its shares. Then, when no one fills those positions (most of which you don't intend on filling, or intend on filling with domestic labor), you can claim you "sincerely" tried to fill them and then have legal justification to apply for visa workers (low-paid labor). They were treated like children all the way up to age 18. Never allowed to grow up, get in trouble, finger-bang or give head as adolescents/teens, get bullied and deal with bullying, smoke cigarettes and drink beer, operate heavy machinery, go outside, get injured outside, etc.
