Black people are predominantly poor. Poor people live in poor areas. Poor areas tend to have violent crime as opposed to white collar crime. The national guard is going for violent crime rather than embezzlement.
Imagine if he sent the national guard to stop the crime of Newsom's high speed rail embezzlement instead of just cutting off the cash flow. He could have done it the other way, but that wouldn't have done anything.
Now imagine if he just cut off a violent city financially, would violent crime go down? Probably not.
