Cities by their very construction are an artificial environment optimized to produce economic output. They are not optimized to produce human beings.

The problem we are facing is the urban sink, which is essentially killing off all our most intelligent and industrious people through low birthrates.
This problem was noticed even as far back as Darwin's day, and the solution implemented was Eugenics. A pro-genics concept would implement eugenic policies, designed to counteract the undue effects of urbanicity on birthrates and marriage patterns (for example, the cities also produce very ugly people).

By far one of the *biggest problems* is the degenerate liberal culture. The culture of partying, casual sex, it's completely destroying young women for marriage. This culture stems from the universities, and is the reason why putting women into college has long been known to suppress birthrates. It's how they suppressed birthrates all across Latin America for example, by deliberate policy.
Fundamentally, this process of tearing a child out of his family unity, transporting him to a distant location where he/she is scared and alone, and then bunking them with other young people, is not working. Not to mention the debt load.

Perhaps the ultimate solution is to start undoing these cities.
It's 2025, we have remote work, we have remote learning. Soon we will have flying cars. There is no reason everyone has to be clumped in a singular central location. They can live more spread out.

For example, in areas further away from Madrid, e.g. rural Toledo, Zamora or Castille you can find very inexpensive old houses and chalets, sold at a bargain price, often below 100k EUR which is incredibly cheap. However, few people are buying and foreigners flock to resort towns and coastal areas. If you are single male and you want to find a mate to start a family with, you have to look for one in the city. You won't find them in the countryside anymore. This is relevant to other countries in Europe.
