she only needs to have her puberty (have had her period) its generally good if you wait a bit after it so i would say its safe to fuck a 12 or 14 y/o , it can be lower if the signs show earlier but since she may be inexprecienced in life her families consent and monitering is necessary

Well, personally I don't even think it's a "good" or "valid" reason, but the reasoning behind it is that by creating a BLACK MARKET for CHILD PORN, they are able to make incredible amounts of money, and gain incredible amounts of power, and have incredible amounts of fun, by... doing it.... but only if it's made illegal... that's how you weaponize feminism and freedom.
