That's up to the lawyer to do the work pro bono, not up to the state to enforce it.

Lawyers are a big part the reason the state has an obligation to enforce its own laws in the first place. Not sure about your cunt, but a good portion of the signatories to our constitution were trained in law. Not to mention our stateโ€™s designers.
