Kinda.
Progressive is the opposite of conservative.
To steel man both positions, conservative means that your focus is on preserving the good that you have while progressive means that you focus is on identifying and finding solutions for the problems that you have.
In an ideal democratic political system these two political forces would each serve a valuable function, with progressive minded people looking to solve social issues in society while conservative minded people work to ensure that the valuable attributes that society already has are not neglected or lost in this pursuit.
But democracies don't actually function like this. In the real world politics is about power more than anything else. Conservative and progressive impulses in the populous become nothing more than tools for individuals and networks seeking power to exploit.
This is why progressive politics seems like a permanent revolution. The cycle of finding a social problem, getting people riled up about it and then converting that emotion into votes and donations and consumer and social behaviour that benefits those seeking power and wealth is just too effective. In fact it is so effective that it creates an incentive to manufacture problems where none really exist.
