all through German society the idea that 'its not in my contract' 'its not my responsibility' is extremely strong. people, even those in authority, would rather see very bad things happen than think about consequences.
you cannot depend on anyone, from the top to the bottom, involved with public safety to anything but the bare minimum and if bad things happen its not their problem because there is never any accountability for fuck ups.
