the main problem is that there are 17000 different police agencies, all with different jurisdicitions and laws, so much confusion that everyone is breaking the law every day. If the government wants a surveillance state, they need to simplify and nationalize the legal code and officer training and jurisdiction. The laws should just be ensuring contracts, protecting property rights, violent crimes (murder, manslaughter, rape, sexual assault, assault, grand larceny) and crimes protecting the individual (harassment, slander, negligence, etc.). The entire legal code should be like 3 pages tops and taught in school and basically only be laws that 99% of people already agree are bad.

I'm of the opinion that aggressive surveillance of *public* spaces and having freedom are compatible with each other, but you need to ensure that control stays local, and the scope of government's jurisdiction remains small. Ideally, with scope of government decreasing as you go up in level.

i dont think it matters in the end because you still have petty little tyrants at the lowest level who would like to use their 'power' to attack people they dont like, and the people in higher positions always have more goodies to offer as bribes to the ones lower down.
