Someone decided there should be no mental hospitals or centers anymore so that means people who are completely unable to pay rent even if they had money, not trash the apartment, not live with relatives or friends if they have any etc end up homeless. They have burned quite a few bridges at that point. At least here you really have to try to be homeless because the social services can pay the rent for you and you just have to not trash the apartment, granted there can be situations when it takes a while to find the apartment obviously.
