It all started with Charles Manson getting famous and spawning so many serial killers in the 1960s, then in the 1980s the media frenzy over John Huberty spawned mass restaurant shooters, then in the 1990s the media frenzy over Columbine spawned school mass shooters. And now the media frenzy over Tarrant spawned mass shooters that stream their rampage. Even in noguns Europe there were plenty of Columbine copycat, an dthe media frenzy there over truck attacks spawned their own fad of mass truck killers.

The FBI doing more & more of them to justify constantly expanding the FBI's budget & powers.

The most obvious answer is their parents, or more specifically, their education.
