As someone who actually read it, no, it's a load of psychopathic bullshit with a scattered amalgamation of conflicting zoomer ideologies in which he undos his own statements sentence by sentence. To put it into more stable sounding words than his but the exact same point he states, it's mostly "I just want to kill people, specifically children because it would be more tragic." And he literally states that he does not kill for any ideology but because he's a psychopath who has bloodlust. Besides any innate mental illness he might've had, he vaped marijuana daily and said he used various drugs in the past like cocaine and heroin. He described in a few paragraphs how he would torture a dog by gluing its eyes shut and probably more gruesome things I don't remember. He didn't have a "manifesto," he had a diary in which he rambled about his sadism and actual mental illness.
