They're for-profit to the point where it's an outright industrial complex.
They earn money from it.
UK has a few of those too, but only some. I'm afraid that nordic countries will start acquiring those too, because they're starting to have a new "Tough on Crime" mentality. Both the Gen Alphas who watch True Crime ad nauseum are starting to get pitchforks out about violent men, and the politicians are like "Punishments should be TWICE as long!" on all crimes.
I've always thought it was admirable that my country had a rule that "Lifetime" meant 16 years minimum, and then an evaluation to see if you're ready to parole. It has been used to great effect. Some killers are still in after 36 years because they don't show proper reflection over what they did back then, but others did get out after their term, and have been spotted in education. Of course there's a great anxiety around it, but my cousin literally noticed his classmate in an old news article and read he killed another guy with a knife 20 years ago.
There's nothing I dislike more than the fucking "tough on crime" nonsense. As long as you can ensure they're no longer violent or misbehaving, just let them out. Victims should shut up, and victim-culture needs to end.
