I think not having money to pay soldiers is a leadership problem and a self inflicted problem. In theory soldiers can produce their own salaries. Soldiers should not need to sell fruit when they could shake down the fruit sellers, each soldier could have like 40 designated fruit sellers to shake down. or it could be done by a specialized unit like the IRS

He had chance after chance to integrate with the wider region and consolidate his gains, but he instead chose to keep "haggling" with Turkey and the other arab states to get a better deal. Then he started defying Russia and Iran because he wanted to regain political sovereignity while he was in a precarious position. All this resulted in Turkey losing its patience and Iran and Russia not intervening on a dead cause where even his own soldiers didn't wish to fight.
