Their main tank is a domestic variant of the T-62, most of which have been in service since Tiananmen Square.
They recently demo'd their modern next-gen MBT in an interservice combat exercise and the unit equipped with them was humiliated by said T-62s
Their standard infantry transport is still the BMP-1, completely unmodernized
Their standing army is large because they share a colossal border with Russia, their main international threat. Most of their military consists of static divisions, essentially border security and regional garrisons without enough transport equipment to move from their assigned location.
The 'mobile' segment of their army that's actually equipped is selected for loyalty to the party above all else and largely consists of career ass-kissers and peacetime soldiers with no military experience. Corruption and grift is endemic, but largely forgiven because this is the domestic policy force that the party relies on to quash dissent
All of China's modernization efforts have been focused on its air force and navy, leaving its land army using 1960s soviet equipment which was outdated in the 1960s. And all that effort has resulted in:
A family of stealth planes that aren't stealthy which don't have working engines or missiles and need to buy both from the Russians.
A single aircraft carrier smaller and less capable than France's
A handful of soviet-style oversized destroyers firing hand-me-down soviet missiles. Both of these principle surface combatants are too large to be built in the shipyards shills vaunt as China's staggering shipbuilding capacity, and instead use a handful of smaller, special-use military shipyards built specifically for them.
China is a 'threat' insomuch as it might be dumb enough to try, not because it would succeed.
