Why cant the president make things like food, gas and taxes, insurance/utilities cheaper ?

I'd like to see what he plans to do w\ energy since he spoke about it before. The United States should have ample supply of electricity. Rolling blackouts are for third world shit holes. We should have a X% surplus, like... 25% or something... we should at no point be having to limit our electricity usage.
