Literally pay women to have kids as a government program. Make maternity leave and job security for pregnant women a legal right, and make daycare cheap and available.
From the perspective of a woman, giving up a year of your life and ruining your career to have a kid is a massive investment of time and resources and personal discomfort. Pregnancy sucks. Raising a kid is expensive. If you have other opportunities, you'll naturally want to take them instead of giving up your freedom.
Obviously, you would need to limit the availability of this program to natural-born citizens. Otherwise you just have a program that pays immigrant to have kids here, which doesn't solve the problem.

Throwing money does nothing, they will moan and bitch unless its lottery tier quantities. The best way is to restore a high trust society and fix the affordability of living crisis, you fucking retards.
People don't want to have children because children are expensive and they've been shilled out of their brains that if you have kids you lose out on quality of life. Meanwhile, corruption and stupidity are rewarded everywhere, and there's no community to help parents raise children and get the children to adjust to living in society.
Nihilistic self-abuse and self-indulgence are the reigning champ, because humans have substituted the ability to relate to others for a cheap thrill. Not that most people have an inner life worth investigating anyway, that got pulled out too to make more space for the hustle.
