No. And there is historical precedent for this.
Every dominant civilization/empire has always justified their conquests and actions in one way or another. The Roman Empire justified conquering every major euro/medi nation under the guise of pre-emptive self defense. They would manufacture reasons for war (casus belli) and then go on the move.
If they ever did something so egregious that it was unjustifiable, each Empire fell back on, "lol what u going to do about it" and that was it.
In 1945 the United States switched from larping as a Republic to just being a straight up Empire using "we gotta stop the commies" as an excuse to expand its sphere of influence worldwide.
Since 1945 the US has through covert and overt means
