I'll tell you what changed since 1972. In the 1990's Chinese farmers in Manchuria were getting workers permits to work in various extraction industries in Eastern Siberia seasonally. Nowadays they do seasonal work in the big southern cities of China since the trains became faster, airplane tickets more affordable etc.
Let's say the Chinese take eastern Siberia. The local Russians will probably sell their property and move west, so China is stuck with some country bumpkin deer herder natives and have to populate the area somehow to get the extraction industry running. The workers will demand higher wages than ordinary, the scale of new construction needed to make it happen will be immense etc.
Meanwhile the Russians like getting cash for their minerals sold to China and will gladly mine them for them, bearing most of the operational costs at above company level(for instance paying doctors to work in remote hospitals instead of fancy euro metropolitan areas).
