Things are bad in all big cities. They are all run by Democrat mayors and Democrat district attorneys. Most of these cities are in a death spiral that plays out over a few decades. As wage earning whites move out of the cities the tax revenue decreases and the police force begins to shrink. However demand for services increases as more Democrats replace what was once taxpayers. Eventually laws are not enforced at all and general anarchy reigns

In other words, they spent $1,000 on steel and $61,000 to get the corrupt union scum in public employee unions to actually install it. You need the environmental officer to sign off, you need the $245k/year safety-officer on site, you need to be paying quadruple-overtime for some reason, etc.
