There is a breed of men that exists in almost every country who, relying solely on their individual initiative and taking often risky and unknown paths, have managed with iron determination to accumulate enormous wealth and now seek to establish a family and multiply with a white female, either brought from the northern hemisphere or immigrating to white states to continue improving their wealth. Are wealthy non-white men eligible to enter white states? Or will they be subtly persecuted with taxes, restrictions, and laws?

There's no such thing. Not yet. There's been individuals that manage to accumulate enormous wealth. Some of them were more intelligent than their peers and lucky. Some are extremely hard working and lucky. But most are either cunning psychopaths or well connected to begin with and also lucky. They don't constitute a race because these traits are not heritable. Intelligence often regresses in successive generations, work ethic rarely exists in people who don't have any need to work, psychopathy isn't even guaranteed to be passed down. At best they'll be well connected and lucky, conditions entirely unaffected by their genetics or personal attributes. As we've seen countless times with the wealthy in America, their children are often entirely unimpressive specimens. One day, not so long from now, they will constitute a separate race. Enabled by their intense wealth they will break away from the various human species. But not today.

The vast majority of these people are already white. The few that aren't are mostly East Asian. A tiny minority come from other races, their prominence owed to competition being limited to their racial peers. To answer your question, niggers etc. will not be invited to the future. For one, these people are extremely racist, and for two, no sensible person would choose to be a nigger if there was a choice, and there will be.
