No. This is a wrong take. There's no actual correlation between testosterone and IQ. Opportunities aren't presented equal. If you were born in Gaza in the past 10 years, tough fucking luck! You could be a prodigy with the talent and potential to measure 160+ IQ or even beyond depending on how ridiculous the test is. Instead of that you'll get bombed and killed before achieving any of that.
Now, why does this matter? Fucking simple. The body constantly adapts to its environment. If you don't use it you lose it. This goes for both brain and brawn. If you're an athlete or compete in chess and stop practicing entirely for a month before a major competition, what do you think is gonna happen? You'll lose your edge which will impact your performance!
So basically the higher the testosterone means the higher the physical activity because the body recognizes the it needs more of it to increase muscle development and lower the overall physical strain from work and daily tasks. If your testosterone right now is abysmally low and your IQ is average or high, will you become an 80 IQ retard if you inject a moderate amount of steroids to double or triple of what you have now? Of course not. Will it have the same drop if you're forced into some labor camp, naturally increasing your T production over time? How the fuck would it? You're not suddenly gonna forget what you already know. Unless utterly deprived of intellectual stimuli for years, you'd retain the majority of your capacity.
So imagine an ideal circumstance where you're a 1st worlder guinea pig, forced to attend an elite school and play a musical instrument since childhood, alongside regular daily physical activity such as intense competitive sports like football, basketball, swimming, running, what have you. You'd have both a high IQ and T, to whatever is your genetic limit because you could work on both.
That's why it's not either - or but a product of circumstance.
