Already exists for a lot of passports. Means that the ID doesn't only exist in paper form but as data. It's not yet accepted for most uses since everyone is used to the physical checks that documents incorporate, and the way to check digital ID isn't professionally known.
Definitely won't see it commonly except for the national level for 10 more years. Belgium already has full digital ID, but it's only used in certain EU countries (to identify yourself to government services).
It's all a part of making government entirely digital and less dependent on local and paper access. Most likely you'll be able to vote directly from your home in a few decades and polling and referendums will be a lot more common.

The way it works with us is you can access most if not all government services online directly. Fill in your taxes online, check your pension, social security status, insurance, etc... It even works with bank payment identification.
eGov also means the government can more accurately prevent fraud, manage finance and data easily.
The benefits are streamlining of bureaucracy. Lower wait times, more accurate information.
The negatives are all pretty much moot, because if they don't exist already in a traditional bureaucracy, they won't in digital bureaucracy.
