Changing the attitudes is just as important as doing the actual deportations. If deporting non-whites becomes a political issue you can win elections by, then we can finally get somewhere.

The self deportations in the graph are those that went home with the documentation process having been started, rather than fighting it. There also has been significant evidence of individuals leaving that had not yet had and stay or leave documentation in process.
