Its a question of whether you think people deserve a second chance, and understanding that for as long as you free to make your own decisions in life that also includes facing the consequences of bad decisions. Crime will always exist regardless of psychology or treatment or behaviourial analysis because most crime is economic in nature.And the crime that isnt economic is done out of passion, loyalty and even boredom. Those things cannot be eradicated from society, so crime will always exist, and so the best we can do is warn people to no commit crime, not to lessen the punishment of committing crime.

The justice system should focus more on restoring people instead of being a breeding ground for gangs and shit. But these images are bad. Other than the faggotry, the designs are shit. It feels like whoever drew this just wanted to make urban environments with a lot of grass and have buildings vaguely labeled things relating to the topic. Why is there community child care at a place housing criminals and why is the place so open? What keeps guys from running away from there? The animal one is pretty bad too because no one would want wild animals walking around literally everywhere nor would they want to be in such a noisy area. Furthermore, I doubt a city could work off of bike lanes. There is no way that solves the transportation needs of a city. There would still need to be roads an parking lots on all of these buildings (how do you expect prisoners to be transported anyway if not by bus, no one is going to walk their dog miles to arrive at the dog park either). It feels like these people just force themselves to live in cities but maybe subconsciously realize how nasty they are and wish they could live in nature without giving up "da community".

Plants everywhere would very likely invite people to just piss everywhere. Even outside of homeless people some parks have issues with people doing this if they are desperate and no toilet is nearby. Factor in how long it takes to get place to place in these environments and how exhausting all of the plants would be. You'd have an entire city that smells like piss and maybe even shit. Unless everything in the city is built on top of unstable deep soil. The plants would probably die out too. These would be rotting foul wastelands in a matter of months. The only enjoyment they'd give anyone is getting to piss on everything.

These people believe in some weird way of governance where everyone would basically be forced into "doing their part".
